健康中国2030年规划

国务院日前发布的《"健康中国2030"规划纲要》提出，我国主要健康指标应接近高收入国家相关指标。
The State Council issued an outline of the country's 2030 health plan, which indicates that China's major health indexes should be similar to those in high income countries.

25日，中共中央、国务院发布了《"健康中国2030"规划纲要》("Healthy China 2030" blueprint)，这是今后15年推进健康中国建设的行动纲领(action plan on the country's health development spanning the next 15 years)。规划纲要涉及医疗卫生服务(medical and health services)、医药产业(medical industry)、食品药品安全(food and drug safety)等领域。规划纲要提出，到2030年，我国主要健康指标(major health indexes)进入高收入国家(high income countries)行列，还细化了2030年的若干具体目标(stipulate a number of specific goals to be reached by 2030)。

健康中国的12个主要指标包括五个健康水平指标(health level indexes)：人均预期寿命(citizens' average life expectancy)较目前的76.34岁继续增长，达到79岁；婴儿死亡率(infant mortality rate)、5岁以下儿童死亡率(mortality rate of children below 5 years old)、孕产妇死亡率(mortality rate of pregnant and lying-in women)分别从目前的8.1‰、10.7‰和20.1/10万下降至5.0‰、6.0‰和12/10万；城乡居民(residents of rural and urban areas)达到《国民体质测定标准》合格以上的人数比例提高至92.2%。

两个健康生活指标(healthy life indexes)：居民健康素养水平由目前的10%提高至30%；经常参加体育锻炼人数(the number of people frequently participating in physical exercise)提高至5.3亿人。三个健康服务与健康保障指标(health service and health security indexes)：重大慢性病过早死亡率(rate of premature deaths from major chronic diseases)较2015年下降30%；每千常住人口(every 1,000 permanent residents)执业(助理)医师(certificated (assistant) doctors)数达到3.0人，注册护士(registered nurses)数达到4.7人；个人卫生支出占卫生总费用(overall health expenditure)的比重从目前的29.3%降至25%左右。

两个健康环境指标(health environment indexes)：地级及以上城市(cities at the prefecture level and above)空气质量优良天数比率较目前的76.7%持续改善；地表水(surface water)质量达到或好于Ⅲ类水体比例较目前的66%持续改善。一个健康产业指标(health industry index)：健康服务业总规模达16万亿元。
